Low magnification scopes are steadier, and typically have a wider field of view. Even the cheaper scopes are pretty rugged these days they just won't have the quality of glass which allows for better light transmission in low light conditions. Not only have riflescopes become more popular, they've also become better.
Of course they'll provide the basic magnification function of a rifle scope, but don't expect them to be ruggedly constructed or easily tunable (if they are tunable at all, that is). To maximize target brightness in low light conditions, most high quality rifle scopes feature fully multicoated optics for efficient light transmission.
