In 2016, Officer Jim Barrett met a homeless man named Joseph Edwards, who was wearing flip flops in the winter. After talking with Edwards Barrett decided to create a change, first in Edwards' life, and then in the lives of many more homeless individuals in the city of Hartford.

Officer Barrett started by bringing Edwards a new pair of shoes within the week. Then he started a program called Footwear with Care, which collects and distributes shoes to the homeless. But that's not all Barrett does. He has turned Hartford's City Hall into a refuge for the homeless and a place where they can find help and resources with everything from finding a job to beating addiction to everyday essentials.

It’s like a safe haven for them in city hall, whatever your needs are I’ll address them and if I don’t have the resources, I’ll make certain phone contacts to obtain them.

And what is Barrett's reward for helping the homeless? According to the officer, it's simply the joy of seeing them succeed.

A lot of these guys lost hope of believing in themselves and once you start seeing them spark a light or some energy, they’re like, I can do this, I can get out of my situation and be successful in life.
